The city council of Veracruz is the oldest governmental institution in the continent. It is housed in one of the best conserved XVIII buildings in the country,
The building is a two stories construction with a tower in which the year 1786, the date of the completion of the building, can be seen carved. The first public clock in Veracruz was set in this tower. It was used during the colony as a vigilance point, because all the ships going into the port could be seen from it.
