Eating in downtown Santiago is easiest (though not cheapest) at lunchtime. In a vibrant city with a strong commercial center, many restaurants do their briskest business at lunch, and the biggest challenge of catching something to eat at this time is finding a table. People do not tend to linger over lunch though, so the wait shouldn't be long. At dinnertime there is much less movement downtown, and many restaurants (particularly sushi restaurants) try to bring in more customers with bargains after about 6 PM, with the same great food.
