For a no-frills hotel that is reasonably priced for central Mexico City, choose the Hotel Fleming. You will find this safe, clean hotel in the Historic Center between two lovely parks, the Plaza de la Ciudadela and the Alhambra. The hotel contains 80 rooms and 20 junior suites with Jacuzzi tubs – the décor is nothing special but entirely serviceable. One thing the guest rooms lack is AC or heating, so keep this in mind if the weather is extremely hot or cold. On weekend nights, the neighborhood can be noisy so ask for an interior courtyard room. Staff members do their jobs politely and efficiently but don't have an especially friendly manner; some speak a little English. The website, which has very basic information and a reservation form, is available in both Spanish and English.
